Wont rev past 1200rpm blows black smoke

Took grandkid to school it was fine whent to leave truck wouldn't hardly move let off throttle an it sounds it makes a noise. Blowing black smoke could see the car behind me only go about 10mph an the exhaust sounds different really high pitch

2014 3500 def delete has as about 49000 miles cuzen came over with snap on reader an it has a vgt Actuator

Actuator

Got it fixs took actuator off had to reset it with the snap on programer put it back together working fine now is the a cheaper programer that will do the same stuff as the snap on .I be fine with one that is just for my truck
