Surging/cutting out above 4600 foot elevation.

I have a 16 Cummins that’s surging/Cutting out above 4600 foot elevation. Anyone heard of this? The service writer at my local dealership said he can’t authorize a tech to take my truck up to where it’s happeneing to fix it. They did a scan and no codes came up. Drove it with computer hooked up and they couldn’t find any problems. But that was down in town. Anyone else have this problem that can shed a light on the problem? I changed fuel and air filters. I’m heading out for a 3 week deer hunt and really need this fixed and the service writer says he needs to get authorization to send a tech up to the hills and he said they may not authorize it.
