Sorry, I just had to say that. If you can get someone that has a tool to open locked doors to get it open, then you can get the panel off to make the repair. You local police may have such a tool or maybe the local Dodge dealer.

Lift the seat up, remove the interior panel, you'll be able to get to the rods and find out what is going on.
