I just got a new dually and was wondering whether it is a safe assumption that all TSBs were installed in the factory. In other words, are the TSBs that have come out prior to the production of the truck installed?
I think you can go to the dealer and give them your VIN# and they should be able to see if any outstanding TSB's are for it.
But granted, I do now know if those are loaded before leaving the mother shop.

I asked my local dealer about TSBs and they said they don't do them unless there is a problem reported. Is this the norm? Are they only supposed to do it if I have problems or should TSBs be done to any truck, as requested by the owner?

TSB flashes may or may not be put into the production vehicles before they leave the factory. If they know that ALL vehicles will have a problem then it is done in the factory prior to shipping.
