rain leak, but not from usual sources

i have a rain leak that is not coming from any of the usual places mentioned. its on the passenger side firewall.
with the plastic cowl at the bottom of the windshield removed i pour water in to the trough that is below the cowl and it drains to the fender where it should but is getting in the firewall and running down to the floor close to the kick panel. i have the fender removed and the drain channel is clear. somewhere behind the metal panels where access is impossible water is getting through the firewall.
i see no way to tell exactly where its getting in unless i remove the dash. im not putting enough water in to rise up to the fresh air inlet so that is not the culprit. any thoughts before i tear out the dash.
