I picked up an air filter today at the dealer and noticed a white insulation type of material glued to the bottom part of the filter element. I've changed the filter about 4 times and this is the first one I've seen with this material on it. Does anyone know what this is, and can I use this filter if I remove this material??

I think your talking about the pre-filter foam. The old air filters used to come with the foam pre-filter on them. The newer fleetguard's I was buying did not have the foam. I am not sure what the newer Dodge OEM's look like.
