2007 Fuse Box Voltage

2007 Fuse Box Voltage

I am having issues with my 2007 ram 2500 SLT HVAC not working. I was checking fuses and checking that there is power to each fuse holder when I noticed #32 and #33 only have 6.1 volts with the ignition key on. Shouldn't every fuse have 12 volts on the supply side? These two are the only ones that do not have 12 volts.

Help

Out of 230 some people who read this 1st post has a 2007 2500 4x4 with 5.9 that could test the power to fuse slot 32 and 33 in the power supply box. I am needing to know if these are supposed to have 6.1 volts or 12 volts,

I don't have an 07 but I know with my 05 that there are some that are less than actual battery voltage.
