2004 no instrument cluster or A/C control lights

2004 no instrument cluster or A/C control lights
Only the instrument cluster and A/C control lights are inop. Replaced # 18 fuse it blew again after a couple hours use. So I know something is shorted. All other lights appear to be ok. Read some were on internet about a module in the cluster that could cause this. Thanks for any help.
