Smarty High Idle

I was wondering why Smarty can't enable the high idle feature on my truck built March/03. According to this TSB http://dodgeram.info/tsb/2004/18-004-04.htm

it can be done.

I noticed today that the automatic high idle no longer works with the smarty. I will miss that this winter.

the "cold start " automatic high idle will still work... IT HAS TO BE "COLD"

it was 32 when i started it up and it never did go to high idle.
