Does Smarty enable high idle feature via cruise control on a 04.5 6spd?

Yes, it should. But you will still need to ground pin 22(I believe) on the ECM connector. Do a search in this forum for the actual pin if I'm not correct.

Can you enable the high idle without performing a download?

What about the other features like day-time running lights and changing the tire size?

I would like to go ahead and purchase and use a smarty for these features then maybe in near future and after adding a new intake and some other mods, start downloading the performance programs.

You can change the tires size but it don't have the day time running lights features.
