Sluggish and 15k rail pressure at idle and 28k at WOT

Sluggish and 15k rail pressure at idle and 28k at WOT
I am having a problem with my railpressure. At idle it starts at 10k on first startup of the day. As soon as I give it a little throttle in park, rail pressure will creep to between 15k-17k. it all of a sudden started one after noon. It was running 4.0 and then I parked it for 2 hours. When I came back to leave, I noticed it was really sluggish and dirty. It did not want to spool the turbos. When I gotthem to light off at WOT, the rail pressure spiked to 28k. I then knew something is really wrong! The motor has 400 miles on it along with turbos and injectors.The cp3’s have about 5k miles on them. I am thinking it is the FCA? Now there are 2 pumps on it, without buying 2 new FCA. How do I trouble shoot that?
I have tried to unplug each FCA tosee if the pumps acted the same. They did, they both maxed out the railpressure as they should.
I don't know how to add a SIG yet.
05 cummins 2500, 5.9 Triple turbo(2x 64/65/12 with 1 x 64/71/12), banks intercooler, intake horn, o-ringed headand block, dual cp3’s (one 120% over), 150% over injectors, airdog 165, Hamiltoncam 188/220, Hamilton pushrods, coated .040 pistons, fleece coolant bypass,smarty udc, full built tranny.
