You have to have your pistons at tdc. If you don't have a small degree wheel you have to stick something in the injector hole to gauge tdc. I assume you were at tdc and the tool being new may need some changes.

I had a long skiny screw driver in the injector hole and had a buddy watch it for TDC as I turned it. I didnt know a better way to find TDC, but I dont think that was the issue.
