if yours does not work with the cruise then you need to go to the dealer and have them turn that feature on. it takes 15 minutes

oh, you have the manual trans, i don't know if it can be done.

In Park or Neutral with your foot off the brake. If your foot is on the brake it won't (or shouldn't) high idle.

The 6spds need a pin jumped or something before the high idle will work.
