03 dodge cummins
just rebuilt a 5.9 liter now it doesn't want to start, A little history truck ran before rebuild but had a lot of blow by. So I found that #6 cyl rings had come apart and 1# cyl was egg shaped had them sleeved with new rings and new #6 piston put new main and rods as well as cam bearing. sent the head off to get redone and put everything back together. After engine was reinstall tried to crank but engine would not start replaced injectors and sleeves as well as putting a new crank sensor on still nothing. Checked rail pressure and it go well above 10000 psi while cranking. unplugged sensor on the CP3 pump to allow it to open up still nothing, checked transfer pump has about 8 to 10 psi. also checked fuel coming from the back of the head it is excessive but with the amount of pressure on the rail I think adequate. unplugged computer and let it set a while still nothing. timing is right and I adjusted the vales according to spec and also there isn't any codes. Any help would be appreciated thanks

It's my pot and I'll stir it if I want to. If you're not careful, I'll stir your's as well!
Are you ABSOLUTELY positive that the valve timing is correct? Does the engine crank fast enough? Have you tried to give it a small shot of WD40 into the intake manifold while cranking? Does it try to run? DO NOT use starter fluid for this test and keep your head etc well clear in case of blowback.

WHAT????????? No WD40????? I thought that everybody had at least one can. Use starter fluid at your own peril. Personally I would not use it, but maybe you could try a short quick shot.

With the mark on the crankshaft at TDC, check the position of the valves on #1 cylinder. Do both of them have clearance at the same time? Now rotate the crank exactly 180 degrees. What are the valves on #1 cylinder doing now?

Not exactly sure if TDC is at 12 o'clock and not going to go and check on mine, but it sounds about right. In that case it does appear that you have the valve timing correct. That brings us back to a possible fuel problem, which is why I suggested a shot of WD40 or similar. What do you have on hand that is similar to WD40? At a last resort you could try the starter fluid, but only a very small, quick shot while it is cranking. Let us know if it tries to run.
Where are the real experts? Waiting for y'all to chime in.

Removed front cover to ensure timing marks were correct and adjusted valves again but still not starting checked rail pressure and it was a little over 8000 psi while cranking. I'm wondering if the injectors aren't receiving the correct voltage to open up to allow fuel to pass threw them any thoughts? With key on I get 13 to 14 volts haven't checked while cranking.

Surprised none of the resident 'spurts have not chimed in here. I am definitely not an expert. OK, if the valve timing is correct, then that brings you back to a possible fuel problem. Are you sure that the injectors are plugged back into the harness correctly? Is it possible to plug them in in the wrong order?
Any codes?
Try spraying some starter fluid on a rag and placing the rag over the air filter and see if that will at least make it fire for a stroke or two.

the harness only goes one way on the bottom valve cover. so here is where I'm at now remove #1 injector to make sure I was on the compression stroke which it was. Now i'm going to put the injector back in a well as the balancer and see if it starts. after that I don't know what to do. I did try the wd40 and still nothing.

Did you pull all the injectors when you rebuilt the engine? Make sure that there is only ONE copper washer at the bottom of the injector.
