2008 delted 287,00 miles

Having trouble with exhaust break sticking when I slow down and tap brakes, will not turn off? any suggestions of to check first?

I've heard they can get sooty and do that. A good cleaning, that would mean removing it. I've heard too run it ofter to help prevent this.
