Have you tried lubricating all the moving parts with high temperature lubricant?

So, what year and engine do you have?
Stock turbo or ??? with aftermarket exhaust brake?
Any codes? (With the HE351VE it can be sticking or actuator codes)

Not alot of info in your post

I assume you have a variable geometry stock turbo and you're referring to the vanes sticking?
