Turbo wastegate

I think the wastegate is not open, how do i fix the problem. anyway I can reset the computer without the dealer. Thanks.
Its a 2003 HO turbo diesel. not sure if its man or elec.

how long have u had the truck. Might want to check if the hose to the wastegate is not pinched off or plugged.
