Rail Presure before start up/Bad starting?

Rail Presure before start up/Bad starting?

Hi there,

I am trying to troubleshoot my starting problem, like many of you. I took the line off the relieve valve today and there was nothing coming out. GOOD sign number one. Losing prime somewhere else in the system.
When I turn on my ignition before starting I see zero rail pressure and 16 or so PSI from my FASS pump. My question is, should I be seeing any residual pressure in the rail when its not running? Does anyone know this, or can you check? Based on what I have read the engine won't fire until it senses 5000 psi rail pressure, so of course its gonna take a while to turn over if there isn't any pressure.
I was unable to take the FCA out because the person who put it together cranked them down, busted a torx bit and its stuck. Time for a drill and some easy outs sometime, FUN FUN. I am curIous if any of you actually know what the thing does? Does it cut fuel off back down the line when the engine is shut off?
How many of you that are having this problem have switched to an aftermarket lift pump? I am convienced the pump is not holding it's prime all night and introducing a gap in the injection pump?

We need a cummins mechanic to explain the entire fuel system on this truck.
