Oil pan gasket and sealant

Well, after 248k miles, she started to leak. (that sounded bad) lol Anyway. nothing major, but I like to nip it in the bud before the leak gets bad. Have two questions.

1st, the cummins manual says to use sealant part number 3164070 which is Loctite 5999 Flange Sealant on the joints in 4 places. Doesn't call but for a 1/16 inch bead there. This sealant I bought is 41.00. I haven't cracked it yet. Is there something equivalent that is cheaper? I am a frugal a.. as my friends have said. I also have Loctite 5699 Grey. Is this about as strong as the 5999? Maybe you sealant gurus can chime in.

2nd of all, I was told on the standard six cylinder oil pan gasket to install it dry and to torque capscrews @ 21 ft-lbs which is 248 in-lb in the Cummins B series manual. Is this correct?

Update: My truck is a 2005

The 05 says 21 ft-lbs. My bolts must be different from yours. Where all did you place the RTV and what kind?
