I've only had my 07 ram 2500 for a year now and I've already came across more problems than my 02 gave me in the 8 years and 240k+ miles. Just order my steering stabilizer to fix the death wobble. Replacing the Governor Pressure Solenoid to get rid of the 2 to 3rd gear stumble that my 02 had at around 180k, not 70.
Anyways, now I realizing that my volt fluctuation is not normal. At first I though it was my grid heaters just doing the job but my truck continues to do this after being fully warmed up for more than an hour. And the volt gauges regularly shoots up past 14 and back down to 9 and so on. Any ideas fellas? Is my alternator going bad?

If it was mine I would take the alternator off and take it to a rebuilder, they will have a test bench that can put a load on it and verify any problems. I don't know for sure but I think our trucks are set up for ECM control. That means that the ECM controls the voltage going to the brushes in the alternator thus controlling output. Most newer cars are going to this system. In the older systems you had a internal voltage regulator that adjusted output based on voltage. If you are anywhere near east TN quality auto electric is the best place in town, I used them for years on the coaches I worked on. A auto parts store can test them but I don't trust any of them anymore, I have seen too many times where they test good on a auto parts stores test bench and Quality's bench shows a failure.
