New Info On My Situation
I stopped by the tire shop where I got my tires almost 3 years ago. I let them know that every other time they do a rotation, my front end acts up. They were willing to inspect my front end to see what's up. I got to asking if it's possible that the tires may be the culprit, then that's where it got interesting. They said, they ONLY BALANCE the tires GOING TO the REAR of the vehicle. On top of that, they DON'T calibrate their machine too often. I was wondering why I got a freeway speed vibration, and why my front end did what it did, cause they're extremely cheap!!!!!!!!!!

Then quit using them!!! I've always been told "you get what you pay for!!" Sometimes you just have to know who you're dealing with. Just saying.

I've never heard of someone balancing 2 wheels only. Pretty darn cheap company, and that unfortunately is got me going to the other side of town.

I take care of a tire shop and we calibrate our machines weekly and ballance all the tires.
We charge $10 a tire for mount and ballance.

I caught a Discount Tire shop here trying to rotate the front to rear on our Honda without a rebalance. The kid said they're doing that now to reduce damage to the alloy rims from constantly pounding weights on them. Whether that's company policy or not I don't know.

I would've asked the manager on that one. Alloy wheels see more abuse dismounting and mounting, then they do getting weights. Which BTW, shouldn't have to be pounded on anyway. 9 times out of 10, they hire idiots off the street that fail to qualify to operate a broom.
