that's weird because it's 30* here (-1 celcius) and it won't kick in

What happens is above ~32 truck starts and idles at 750
below ~32 truck starts and idles at 750 for 2 minutes (no brake, throttle, etc inputs) and goes to 1000 until it reaches 160*.
below ~15 trucks starts and immediately idles at 1000 until it reaches 160*.

Sometimes the IAT and the OH are reading different. I have noticed with my winter front that the fast idle doesn't happen as often around 30*.

No problem..

Do you know you can enable a feature to control your own fast idle with cruise control?

yes I figured that out last night about the cruise.

Hit cruise on and press set
rpm will automatically increase to I think 1100 rpm.
Use the accel/decel to increase/decrease rpm's

Works great but I hope my auto high idle kicks in when my truck is started with the command starter like it used to. All of a sudden this year it does not seem to be working yet and it has been cold here.

what would be causing that?

For the most part no... I don't know all the particulars of the 03, try a search, there are quite a few threads dealing with the 03 fast idle.
