Boost leaks

I had my '03 only develop 26 psi of max boost. It usually will do 35+. I took a spray bottle with soapy water with the truck idling and sprayed all my places for a possible leak. I had bubbles at my intake horn to grid heater. The bolts were just a tiny bit loose. I resealed it with a new gasket. Hopefully I'm back in business.

I'm not back in business. Still only 26 psi. Why else could I be lacking power? Last fall I had 50 hp injectors installed. I run my smarty Jr. on tow 85 pod. The waste gate is non functional. The actuator rod doesn't move so it shouldn't be opening. I'll do some more checking with soapy water. My egt is low as it is not getting air thus no fuel.
