I had the same problem with my '07. Dealer replaced the governor solenoid and it did not fix the problem.

Finally went with the PATC Dodge "RE" Governor Solenoid to GM
Pressure Control Solenoid Conversion Kit and readjusted the bands. Problem solved for me. Also put a deep pan with drain as long as it was apart. Running smarty jr level 1 all the time.
