rail pressure symptom

I have searched but can't find anything similar. Truck is an '05 with FASS and DDP 90hp injector tips.

The rail pressure normally idles around 7000. Recently it will occassionaly drop to around 2000 then surge back up. Normally the truck runs fine but now and then this happens. Is it just the rail pressure sensor? I found alot of posts talking about similar issues but the way to resolve the symptoms is never posted. The truck does not show any codes.

still no codes and the issue is only intermittent. I have tried to record the conditions when it happens ie. cold or hot engine, full tank, 1/4 tank etc. but the issue doesn't seem to present itself during any particular moment.
