Trailer Brakes

Hoping someome can shed some light on this issue that ive been chasing for some time.
I have no brakes to my holiday trailer, but everything else works. signal lights, running lights,ETC.
but no brakes! if I hook up a meter to the pin in the 7-plug of the truck, I get system voltage(12.2)ish. unhook the brake controller from the harness under the dash, no voltage? now when I do this same test on another truck, meter reads at or near zero until I applied the brake controller and voltage moves up in relation to brake controller input. the problem truck seems to have low resistance and has continuity down the blue wire of the trailer brakes, all fuses and trailer solenoid are all good. any help fellas? thanks for your time;

Are you sure its grounded properly?

Brake controller is no good. Try another one that you can just plug in to your truck.

If you were getting 12v at the brake plug, the brakes should be locked solid. So you're getting voltage, but no real amperage.

The brake controller is new, replaced it thinking it was the original culprit.
what else that doesn't make sense is if I place my test light in series I loss my voltage and it seems to function normal, sort of. with the test light plug into the blue wire at the truck adapter and a meter checking volts I am at or near zero. run the brake controller **** and I will get upwards of 6 volts(about half way on the brake controller slider) then OL past half way. unhook the test light and back to 12.22 volts?
Good news is that I am getting real close to fixing this just cause its the end of trailer towing season, anyways....
Also not sure about the grounds, ive just been assuming there good cause all my stuff seems to be working just not as intended!!!

12.22 volts you must be using a digital meter that "samples" try an analog meter, if you have an intermittent connection or ground the digital meter might not see it.
