repairing dually plastic fenders??

What is the best way to repair the factory urethane type dually fenders? I have been told to use fiberglass, but I know there are some products on the market to repair the bumpers that Ibelieve are made of this same stuff. this one has a long appx 18" break along the top. Most of the pieces are still there, looks like it could just be "glued" back together if that would hold. what have you guys done that has been a lasting repair?

My Dad has repaired many of his dually fenders (think he would learn huh?). The best way is to remove the fender and repair with fiberglass from the back. That is of coarse fiberglass mat and resin. Very strong if done correctly.
