Question about injection pump

Ok, i have a 1996 with the 215 pump. Whats the rev limit on stock injection pumps. Cause mines revs to 3K and ive noticed my throttle is way more touchy than 2 of my other friends 12 valves and their pedals are stiff. One has a 95 and the other has a 97. I'm confused if I already had gov springs in, because the truck was stock when I got it. Maybe it could just be my pedal too

Stock you can rev to 3k sitting still but when driving you will start defueling around 25k.
Touchy pedal usually is caused by a missing or broken throttle return spring.
There are two of them, one inside the other, that stretch inbetween the power steering pump and the throttle linkage.
Hardware or autoparts store springs make excellent replacements.
