Looking for heater/AC housing drain

Hi all

99 Ram 2500

I'm looking for the drain outlet for this housing. I've found about a 1/2" steel tube stub sticking out of the cowl horizontally about 1 or 2 inches under the A/C accumulator Would this be what I'm looking for? I can't seem to find a picture of this or even mention of it in the service manual and strongly suspect that it's plugged.

The drain is behind the right wheel well liner, through the firewall. It only protrudes about an inch so it's hard to see. Looking up from the ground, you can just see it about half way up the firewall behind the liner.
