stock battery extension to front bumper?

All,

I have a 1995, and I removed the front bumper to powder-coat it, and there was a "hot" and a ground in the bumper coming from passenger side battery. Did this come as an option then, or was it put in afterwards? The guy that owned this before me put all sorts of things up front, including a hitch and hooks, so it's hard to tell.

Yea, probably either for a snowplow or a quick attach jumper cable setup.
