My heating and ac only come on when the **** is turned all the way up. The three lower settings dont work. What could be the problem?

Check the blower motor resister, if you mean you only have fan at the high setting.

Not sure if these rigs have 2 relays or not but it is most likely the low speed blower relay or the resistor/transistor for the blower. I have the same problem in another car and it's the blower transistor that's bad.

It' s most likely the resistor, when they go you get off and high speed. its under the heater box on the passenger floor, rectangular in shape and is held in place with two screws/bolts facing the floor. It will have an electrical connection attached to it. Its an easy replacement.
