ABS/Brake Light on=brakes good, Both off=brakes bad

Went through a shallow (4-6 inch) creek today and the ABS and brake lights came on. Brakes continued to function normally. When I returned to the house I searched the forums, checked the speeds sensor with an ohmmeter (1600) and then reattached the wire. Started the truck up and no idiot lights. Drove for a bit and the brakes were acting like the ABS was acting up even though no lights. The brakes would pulse and if held at full stop would try to fade. After a few minutes the lights come on again and the brakes functioned better, I guess ABS was totally bypassed.

Anyone else ever experience this?

Thanks
