Truck wont rev above 1500?? Help Please!!

Truck wont rev above 1500?? Help Please!!
Sorry guys, but i'll be the first to say i don't know anything about the 24v engine!! Thats why i come to you!!
A friend of mine has a 98.5 24v. He drove it one night, ran normal, no probs. (that past week we had -5* to -15* outside) The next day tried to drive it, started down the road and it won't rev above 1500RPM's, Thought it could have gelled up, so put some 911 in it and still no good!!
Last year the LP went out and he replaced with FASS, and also some pump work. We cracked line goin into pump and taped the key, Plenty of fuel came!!! Tighten the line, and now truck won't even start. Thought there could be air, so we cracked injecto line, No fuel!!
What are some other test we can do before we load it on trailer and haul it somewhere??? Anything?? Thanks-Chris
