Soft brake pedal problem !!!!

OK, so I started getting a soft brake pedal. I looked at all the wheel cyls and found the right rear a little wet . I changed it , bled the system , adjusted the rear brakes and I still had the soft brake pedal.
The pedal goes about half way down then starts braking. Im thinking , OK, 340000 miles , its master cyl time . I replaced that and did the super flush and brake cyl bleed on all four sides. Its still the same .
The pedal goes about half way down and then starts braking 'fairly' well. It does not slowly go to the floor ( which usually means bad master cyl.)
Im at a loss. So I start looking at the vacuum system . I replaced some hoses that were questionable.

Everything looks right ! wheel cyls dry, plenty of meat on the brakes, vacuum system in tact .
I noticed that the power steering pump lines run up into the brake booster area ...? I checked and topped off the fluid that was slightly low .

Where do I go next with this ?

Dump valve ?? I dont know what that thing does . Proportion valve ??

Can you guys / gals lend a hand ? I have searched the site but it doesnt describe my problem ...

Help ?

Thanks ,

Dew.

sometimes the flex lines to the calipers or shoes look good from the outside, but will develop a bulge in them when the pedal is pushed.
