Cruise Control -- Dead Petal

Cruise Control -- Dead Petal
So I am commuting for awhile between KC and OKC. Lots of straight boring highway. My truck has decided to add some excitement.
Driving in city truck runs fine.
Cruising down high way truck runs fine until...... I disengage cruise control. Pedal is dead truck at idle (a little higher than normal). Re engage cruise it runs fine for 100s of miles but still dead petal when disengaged. Problem with cruise does not seem to occur over a short time and/or needs to be used at least twice I think. Sometimes if I accelerate with pedal before disengage it won't go dead but not consistently.
Stop (not always easy on highway) and turn off truck. Wait awhile (less than 5 minutes, more like 1 or 2) restart truck and pedal is fully functional. I tried restarting after rolling without engine running once but that didn't work and was too stressful to try again. After stopping truck idles a little rough and often at higher rpm (1000 - 1100)
Add this as new thread because I reviewed several others on dead pedal and cruise control problems but did not see this type of problem.
Engine light stays on even after doing reset in parking lot, until it sits overnight. Light is off and everything runs well until cruise engaged. Then restarting I still have a little rougher idle (like at stop light) but nothing noticeable at higher rpms.
Truck has a new lift pump (FAS) that is hot wired to on with key on. (About 2 years old)
New vp44 high pressure pump (aftermarket don't remember brand - I did not do the work) (About 2 years old)
Replacement TPS to solve problem - no improvement (installed last week)
2002 2500 Cummins Engine - manual 6 speed
Fuel pressure gauge shows normal 18 plus on normal loads - drops to around 10 full throttle.

Any suggestion on electrical checks, recommendations on part replacement, and/or troubleshooting would be greatly appreciated.
