2000 no cold start

Truck is a friend of a friends. Starts fine when hot or when it's been plugged in. Drives it to work, no start cold. I'm thinking weak batteries, but have no 24v experience. Is there a minimum cranking RPM for the VP? Prolly gonna have a look at it later this week and would like to be armed with some info. I already plan on pushing him to get a FP gauge. Truck has 146k and is stock.
Thanks!
Greg

edit-morning temps around here have been mid teens to mid 20's. My 12v has been cranking slow due to lame batteries, but has started.

yeah, but you got a p-pump too I'm wondering if the ecm need a certain cranking rpm to fire the vp or not. I haven't even seen the truck yet, but a battery check was my first suggestion. Thanks for the reply

We can put this one to bed. I went and checked on the truck last night. It cranked too slow even when hot. Load tested the batteries individually and found one had a couple dead cells. Put a good spare in and she cranked up like a proper Cummins He's gonna try it not plugged in this morning. 11*! Talked him into getting a fp gauge before stacks too--did I do good, 24v guys? lol!
