Turbo ?'s, got a spare...
So my cousin gave me his WH1-C turbo off of his 1994 CTD. I still have my stock turbo on my 91.5. (I reckon it is a 21cm housing.) I am guessing his is a 12cm housing?? But it looks as if it has a wastegate on it. Can I use this, and if so, where and how do I hook up the wastegate???
If needed, I can take pics of his turbo, but I'm sure you guys can show me the light without them.

There should be a hole in the compressor housing outlet to screw a fitting into, then run a hose to the wastegate.
If there's no hole, make one

Another way to run the wastegate would be to tee off the intake port for the boost gauge, and run a manual boost controller (available on ebay for under $50). That way you could adjust at what boost pressure the wastegate will open.
The WHIC will spool quicker and has a slightly better compressor than your stock turbo.

Unless there's something wrong with the WH1C, just swap the whole turbo on.
I like running the wastegate off manifold boost so it's not affected by air temp so much. I used a 5 foot piece of brake line under the engine for a clean look.
