were you spraying in the intake, or into the suction of the turbo with ether? I didn't get a wimper from my 89 by spraying in the suction eye of the turbo, but she barked to life when sprayed into the (disconnected) grid heater after she set a year with the fuel system drained and the IP replaced.

Easiest things first... check the fuel filter for water. And when you crank it, have someone put their nose to the exhaust and sniff. If you can smell diesel you're getting fuel. If you don't smell anything you aren't. If you smell a varnish-like smell, your fuel is bad and you'll need to drain the tank. Depending on how full the tank was when sitting, you could have all sorts of bad stuff in the tank. Water, dirt, algae, slime etc.

Does it at least bark on ether?

Gut the shutoff solenoid and make sure the shutdown lever is full forward.

Genuine ether or just "starting fluid" ??

Also what Dave said.
