Is throttle cable adjustable?

Greetings from AZ! I'm a new owner of a 91 CTD LE 4X4, and new here also. I also have an '07 CTD. The 1st gen doesn't seem to want to go up into the higher RPM's, although there is no tach to confirm what RPM's it will hit. I did notice that there is a big impression in the carpet under the accelerator pedal like it has been driven floored a lot. If I lift up on the pedal there is almost an inch of cable exposed. I wonder if this cable is stretched. Are these cables adjustable. Maybe I'm not getting higher RPM's because I'm not getting wide-open throttle? Or maybe there is a big difference in the performance of these two engines being 16 years difference in age? I can easily hear the turbo whine in my 07 but have not been able to hear it in the 91. Any thoughts? Thanks.

The 1st Gen Injection Pump (VE) defuels at around 2600-2700rpm unless you replace the gov spring with a 3200 RPM spring (highly recomended http://dens-site.net/Dodge_CTD/Gover...ing/index.html). You also should check the throttle adjustment at the IP. Have a friend hold the pedal to the floor. While the pedal is floored, look at the throttle lever on the IP and see if it is hitting the stop. If it isn't, you can usually adjust the rod (the one with the ball ends on it) to fix this pretty easily.

You won't hear the turbo much through the stock intake/exhaust. There's a turnbuckle with plastic ends connecting the throttle lever on the pump to the accelerator cable. That's always a good place to start looking for more accelerator response. See how much play's in it, snug it up if need be and go from there.

Switch the positions of the linkage ball and the throttle return spring, gets you full travel every time.

Where in AZ? If you have some free time, I can point out all the freebee hp areas on your pump. Get the 366 spring, it will make you happier.

Thanks for all the suggestions. I will keep it all in mind when I get a chance to work on it. MikeThomas, I am in Globe and am interested in your suggestions. This truck belongs to my 17 year old son so I want to get it running good.... but not too strong. HaHa! I appreciate the warm welcome and look forward to lots of participation here in the future.
