Tail Lights???
Do you have a good 12v at the pin in the tail light bulb? If yes then check the ground connection of the light. If both lights are affected then you probably have a broken wire between the HL switch and the tail light. Do the front parking lights work? The marker lights?
Get out your volt/ohm meter and do some checking.

I agree with both, check with meter. I always had just 10.5 V (if lucky) going to my rear lights until going with a 2 battery system. Much brighter now and easy to install the battery sideways in the stock location. I also had some bad wiring under the rear bed that I have taken care of with new wiring spliced in.
