If you're looking to buy new, it would probly be super high dollar. Your best bet would be to buy a core VE pump that has doesn't have afc. Be careful, alot of them were non-turbo, so they wouldn't have a mechanical shutdown lever on the top cover.

I try to remember tomorrow when I'm out in the shop to get you a part number. I have one that I bought for a core, just to get that top cover, and the throttle shaft casting was cracked/broke off.

I was just thinking about this thread recently and the fact I haven't gone out to the garage to look for a part number for you. I'll try this weekend. The thread you posted shows an ESN for a Cummins engine with a turbo and no afc, ESN 45048291. Most likely Cummins wouldn't be much help finding a top cover for you.

Why not just remove the AFC lever? Or, rather than trying to find a non-AFC pump top, buy a new or used AFC top and remove the lever from it. That way you can just swap tops when you wanted and for whatever reason, be it emissions testing or an inspection.
