Out here in Commiefornia I had to get the CHP to look at the frame somewhere to verify the VIN matched the plate on the dash. The plate on the door was faded out and nothing was readable. So here my guess is you have to have 2 VIN's that match or be able to document why they don't.

If my door frame plate hadn't been faded the inspector at the DMV wouldn't have looked further but since he couldn't read it I had to go through the PITA of making an appointment with the CHP to look at it.
