Problem Engaging Timing Pin

So i have yet another problem it seems. Im pullin my fuel injection pump on my 5.9 cummins turbo and i have everything done up to where i have to insert the timing pin into the gear when the 1st cylinder is at TDC but ive made 2 full turns of the crank and the pin still hasnt engaged. I have removed the retainer nut and locking washer. What is the problem?

It is best to leave that timing pin alone. The best way to remove the pump is to turn the crank until the key in the pump shaft is at the top. Then loosen the pump locking bolt and remove the split washer under it on the side of the pump and then tighten the bolt to lock the pump in place. Then remove the pump and don't turn the engine over while it is out. It really is not a problem if you do though because the pump will only go in one way and that is with the keyway lined up with the slot in the gear.
