is your fluid foamy?
foamy fluid could indicate a loose or damaged or deteriorated
suction line, air can be sucked into the suction side causing foaming
and loss of pressure.

Mine did the very same thing. The seals were leaking in the steering box so I started looking for rebuild kits and ended up buying a used box off a 2x4 and changing out the arm on the shaft (not sure what it's called) and after I got all the air out it's fixed! So my conclusion is that in my case of a hot power steering pump puking fluid and never really working properly it was the steering box. Hope this helps.

Yeah my steering box leaks like a faucet in warm weather, but when it gets cold it seals up rather nicely and doesn't leak. When the weather first starts to change from hot to cold or cold to hot though, and the seals in the box expand/contract, air always gets in and makes the fluid foam and overflow and very hard to turn at first.
