Power steering fluid disappears instantly?

I just bought a 90 4x4 and the power steering fluid level drops right away after it is refilled. The guy I bought it from said it was a bad valve that allowed the vaccum from the engine suck the steering fluid out. Is he right?

What do I need to fix it? Buy a new valve or is there a kit to repair it?

Any ideas on cost and difficulty to fix?

well, the fluid has to go somewhere. Can you see an external leak anywhere?
