is it needed?

I'm doing some work to my 5.9 and with the head off I am now looking at a cruddy oil soaked insulater that covers the valve tappet / push rod cover. I don't like looking at it any more which raises the question is it needed?

i was thinking but i figured id ask. but now that i give it some thought why would they even bother to put it on...these engine aren't exactly quiet

That flat-tappet lifter section actually makes a lot of noise.
