Have a 92 w250 pulled ip to do a reseal now I have no power at low boost pressure no black smoke. Once the turbo spools up has plenty of power tried adjusting the power screw in and out runs worse when I back the screw out. Any ideas

Have tried just about everything but pulling the pump back off and see if I have messed something up like may be the indexing on the throttle shaft even tried messing with it it will either not start or idle at 2000 rpm.The truck ran fine the pump was just leaking at the head seal resealed the pump and now this is their anything under the top of the pump where the governer spring is that I could of messed up?
