Just finished 518 swap, surging idle in gear?

Just finished 518 swap, surging idle in gear?
Howdy! Just fired up the truck after getting done with a 727 to 518 swap. Let it run for a bit before i shifted through the gears. thing is in 3 and 2, it sounds like something is bogging the idle down, spuratically, nothing horrible sounding other than a ever so faint shudder and i hear the idle dip down. Any thoughts?
Thing to know-
-disconnected power to the OD so i know its not engauging
-no driveshafts were installed, so i was allowed to freespin
-transfer case was in gear and neutral and the idle dip was still present
-built this 518 myself from a bare case, no crazy mods
-did modify the valve body with a fairbanks kit
-reverse and 1st gear are fine, no surging
prolly gonna pull the pan tommorrow just wanted to get some second opinions.

Put the driveshafts in and lift the truck off the ground. See if it still happens with the wheels turning.
Trying to run it with zero load maby be doing something funky.
Besides, with the brakes working you can stop the transmission and not chew up the pawl when throwing it in park.

Well, put the driveshaft in and backed out the driveway aaaand...no movement in D (3) or 2; 1st and reverse still work perfectly. dont have the ability to check line pressure YET, and checked the front band to be sure.
Using the FSM, i think the Governor may be stuck (which is ironic since I set a whole hour aside to test it buy hand and assemble correctly).
FWIW, the Goerend converter is astounding.

After thinking a bit, I took it to the top of a hill buy the house and started down in manual 1 slowly, then shifted up to D.
At around the speed id expect my 1-2 upshift, the truck feels like it is DOWNSHIFTING an slowing me down/spiking RPMs and spuratically going from 1 to 2 (which is essentially neautral as manual 2 will puts no power to the ground) and back to 1, just rocking me back and forth. Drove to the house and parked it, more to come tommorrow I hope.
