Intermittent electrical issue

Intermittent... Yeah, it doesn't do it all the time, although lately it's done it more than didn't...
What's going on is this: Once in a while the odometer, the speedometer, the instrument panel gauges quit working. Also, the windshield wipers get very slow within a few minutes. Out of the blue, everything resume operations as if nothing happened. Well, for a few days. Then it starts again.
The other day we had a massive storm so I drove with headlights on and wipers on for 45 minutes. I had almost no more power to the wipers. Battery needed to be recharged overnight. I have a less than one year old battery with the right specs, my terminals are kept clean and dielectric greased. Alternator and voltage regulator are old but it's the intermittent part that gets me.
Any thoughts?

It might be a bad ground on the voltage regulator.
