It only happens when I let off the throttle and and doing about 20-35 mph, such as going around a sharp turn. When accelerating I can not hear it. And it does it with out pushing the brake pedal, So I don't think it is brakes. It sounds exactly like a brake squeel though, real high pitched. Could it be turbo. I know it has been asked before. If I take off my intake hose and grab the turbine shaft what movement should I have? Up down? and in out?

 

The brake wear squealler will squeal without hitting the brakes. Usually happens when turning one way or the other. I would check the brakes, then the tensioner, then everything else.

 

I had a similar prob mine was a bad belt,going down the road or acc. no noise,but when i would let off of the acc peddle it would squeek or chirp.
